A rule read in one state is a fact about that state. Where a state has not been read, this page says so and gives the reason. It will never show you another state's rule.

Before I could download the Chapter 36 PDF, nmonesource.com's Lexum 'robocop' bot protection engaged and now returns HTTP 403 with a 290-byte body for EVERY path on the site, including the URL that had worked minutes earlier: the body is <iframe ... src="/robocop/captcha/en/query.do?path=%2Fnmos%2Fnmsa%2Fen%2F4363%2F1%2Fdocument.do&ip=173.179.194.40" ... title="Norma Content">. Loading it in a real browser renders a Lexum CAPTCHA image with a 'Response' text box and an 'ok' button, over the text 'You are accessing a web site that utilizes Lexum's Decisia technology... please proceed with the captcha test below'. I did NOT complete the CAPTCHA (bypassing bot detection is out of bounds), so no statutory text was ever seen and NO citation is recorded - N.M. Stat. Ann. 36-2-27 is a plausible target but is UNCONFIRMED and must not be used. A retry with a fresh IP and NO parallel requests (the burst is what tripped it) should succeed. Also blocked from Anthropic's egress: WebFetch on the same URL returned HTTP 403 independently. Alternate official sources exhausted: nmcourts.gov, www.nmcourts.gov and selfhelp.nmcourts.gov ALL fail DNS resolution from this network ('connection timed out; no servers could be reached'), so the NMRA court rules (e.g. Rule 24-101 NMRA) were unreachable too; mobile.nmonesource.com does not resolve; the direct-PDF pattern https://www.nmonesource.com/w/nmos/Chapter-36-NMSA-1978-<year>.pdf returns HTTP 404 (125-byte JSON) for every year 2018-2026 although the same pattern exists for Chapter 37.
