The Tribunal administratif du logement (TAL) received 93,788 applications in 2024-2025. And every year, close to 7,000 cases close without ever being heard, not on the merits, but because there was no proof that a party had actually been notified. It is a step of pure form that sinks solid cases. Here is what you need to understand about it.
What "notifying" means
Notifying means officially delivering a document (a notice, an application) to the other party, in a recognized way, and being able to prove it afterwards. The tribunal will not simply take your word for it, "I told him": it wants a record. Without valid proof of notification, an application can be closed before it is ever looked at.
What counts as proof
Depending on the method you use, the proof takes a different form (an acknowledgement of receipt, a bailiff's report, a transmission confirmation, and so on). The accepted methods and the conditions attached to them are set out by the TAL itself : check its "notifier un document" page before you act, because the rules change.
The paperwork that saves you
Keep and date everything: the exact copy of the document you sent, the date and the method you used, the acknowledgement or report you received. A notification checklist, filled out before you file, turns a step full of traps into a formality you have already handled.
